Meet the Team

  • Ellen Riker

    PRINCIPAL

    Ellen Riker has more than 20 years of experience managing federal strategies for corporate and non-profit organizations, specializing in public and private insurance reimbursement and coverage policies, biomedical and health services research and public health programs and issues.

    Ellen has worked with the many agencies of the Department of Health and Human Services and has been involved in the development of legislation coming out of the House and Senate committees with jurisdiction over Medicare, Medicaid, and public health service programs. 

    Ellen has developed for clients, legislation, amendments, and report language for House and Senate authorization, appropriations and budget reconciliation bills. She also has significant experience in guiding physician organizations and device, equipment, and pharmaceutical manufacturers through public and private insurance technology review and coverage determinations.

    Ellen served on the professional staff of the House Energy and Commerce Committee from 1983 - 1988, with a particular focus on public health and federal health entitlement programs. Before coming to Washington, Ellen worked as assistant to the president of a major multi-hospital system in Cincinnati, Ohio. Ellen received her master’s degree in Health Administration from Xavier University and a B.A. with honors from the University of Cincinnati.

  • Johanna Gray

    PRINCIPAL

    Johanna Gray has more than 15 years of experience in health policy and government relations, working with clients to develop and implement successful advocacy strategies involving Congress and federal public health agencies. Her clients include patient advocacy groups, physician specialty societies, and associations of specialized treatment centers.

    Johanna’s expertise ranges from the broadly applicable private insurance market reforms included in the Affordable Care Act (ACA) to the specifics of Medicare reimbursement for particular physician services. Johanna began her career as an intern for then-Senator Barack Obama and held several policy analysis and advocacy positions at non-profits and lobbying firms before starting Artemis in 2020.

    Johanna received a Master of Public Administration and Certificate in Health Services Management and Policy from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a B.A. in Public Policy Studies with honors from the University of Chicago. When not at work, she reads a lot to try to keep up with two book clubs and enjoys trying new restaurants, rooting on the (World Champion!) Washington Nationals, and exploring DC with her husband, Dave, and her rescue pup, Indy.

  • Elizabeth Karan

    PRINCIPAL

    Elizabeth (Issie) Karan focuses on health care advocacy and legal work. After six years working as a Senior Associate at Feldesman Tucker Leifer Fidell LLP in Washington, DC, she founded the Karan Legal Group PLLC in January 2020 to serve nonprofit healthcare providers, specializing in underserved patient populations. She is proud to have founded Artemis Policy Group with Johanna Gray, Ellen Riker shortly thereafter in April 2020.

    Elizabeth came to Washington, DC in 2012 as a Winston Health Policy Fellow where she learned first-hand the process of drafting and developing federal legislation. Her expertise is in compliance, transactional arrangements, and legislative and administrative advocacy with a focus on the 340B Discount Drug Pricing Program, federal grants, the Anti-Kickback Statute, and reimbursement issues. She regularly presents on these topics at conferences and other trainings.

    Elizabeth earned her J.D. and M.P.H. degrees from the University of Minnesota and her B.S. in Biology and Political Science from the University of Wisconsin-Madison. She currently splits her time between Minneapolis, MN and Washington, D.C. She is admitted to practice law in Minnesota and D.C. In her free time, Elizabeth enjoys road trips with her rescue dog, Agnes, exploring nature, and watching British crime shows.

  • Leslie Brady

    SENIOR POLICY ADVISOR

    Leslie Brady joined the Artemis Policy Group as a Senior Policy Advisor in April 2022 after more than five years at the American Society of Hematology (ASH) where she focused on issues relating to Medicare coverage and reimbursement, access to care, and physician reimbursement. Because of her time at ASH, Leslie is very familiar with the operations of medical professional societies, the importance of engaging members in advocacy, and how to engage Congress and the federal agencies.

    Prior to ASH, Leslie worked as the Policy Manager at the Coalition to Transform Advanced Care (C-TAC) and spent over two years working in the Office of Congressman Brian Higgins (D-NY-26), where her last title was Health Policy Advisor.

    Leslie received her Master in Public Health from the University of Pittsburgh Graduate School of Public Health and a B.S. in psychology and a B.A. in sociology also from the University of Pittsburgh. When she is not working, Leslie is running around after her three children. Leslie splits time between Washington, DC, and Wayzata, MN.

  • Miriam Goldstein

    SENIOR POLICY ADVISOR

    Miriam Goldstein joined the Artemis Policy Group as a Senior Policy Advisor in August 2024 after more than seven years at Hemophilia Federation of America, where she focused on federal and state policies impacting patient access to coverage, access to care, and affordability. Over the course of her legislative and regulatory work, Miriam has developed expertise in the Affordable Care Act and insurance reform, Medicaid eligibility and program requirements; and other keystones of the health policy landscape. Passionate about consumer access to affordable, high-quality care, Miriam has presented to patient and grassroots groups on topics ranging from how to advocate, to health insurance 101, to drug regulation and product safety.

     Before her time at HFA, Miriam worked as an attorney in private practice and with the US Securities and Exchange Commission. She volunteered in various capacities with state and national hemophilia organizations and with her local PTA.

    Miriam earned her J.D. degree from the University of Pennsylvania and her B.A. in history from Yale. She is admitted to practice law in D.C. Miriam lives in Arlington, Virginia, and in her free time can often be found cycling on local bike trails with her husband Dave.
