Artemis Policy Group values people. Most of our clients have worked with us for years, even decades. 

We advise our clients on a variety of issues related to public health programs, health care policy, public and private insurance, and the federal appropriations process, and work on their behalf closely with members of Congress and staff on both sides of the aisle and Administration officials at multiple departments and  agencies.

Ellen Riker, Johanna Gray and Elizabeth (Issie) Karan founded Artemis Policy Group in April 2020. Leslie Brady joined the team in 2022.

All of the Artemis Policy Team began their Washington careers with stints on Capitol Hill.  Ellen began her work as a consultant and lobbyist specializing in healthcare in 1989, following six years serving on the staff of the House Energy and Commerce Committee.  Since 2007, she and Johanna have worked together to advise clients on numerous legislative and regulatory issues and federal programs related to biomedical research, public health, Medicare, Medicaid and private insurance.   Ellen, Johanna and Issie have worked together on legal, regulatory and policy issues for a mutual client since 2014.

At Artemis, we are continuing our work on behalf of organizations that seek to promote health policies that benefit people.  In addition to our policy and lobbying work, we also manage a trade association and accreditation program.  In her separate legal practice, Issie performs legal services for healthcare entities serving vulnerable patient populations, with emphasis on the 340B Drug Pricing Program.
